Imagine Literacy...we did and we made it happen! This case-study of one school district implementing our Human Learning Management® program is breaking new ground in developing literacy skills for all of its students. Years before the enactment of No Child Left Behind, Pueblo School District 60 in Colorado and Lindamood-Bell joined together to create a district-wide educational reform model that we believe is second to none in its development of literacy skills, regardless of socio-economic factors.
In the fall of 1998, Lindamood-Bell Learning Processes launched
a school reform partnership in Colorado with Pueblo School District 60 (PSD
60), a large urban district with a 62% minority and 61% free and reduced
lunch student population. The goal of this collaboration was to implement
a comprehensive district reform model that would significantly increase student
achievement.
When PSD 60 began this journey their student test scores were among the lowest in the state. However, by refocusing their efforts, which included the Lindamood-Bell® partnership, PSD 60 now ranks second amongst the largest urban districts in Colorado in Adequate Yearly Progress (98%). A significant percentage of students are also exiting the special education rolls.District 60 has been recognized by President George W. Bush, U.S. Secretary of Education Margaret Spellings, Colorado Governor Bill Owens, Colorado Commissioner of Education Bill Moloney, the National Education Trust, the prestigious Oxford Round Table, and was featured in U.S. News and World Report, highlighted in two articles from Colorado's Rocky Mountain News; Test Gaps Linger, Poverty Gap Myths, and recently the topic of an editorial Closing the Gap by PSD60s School Board President.
Comprehensive District Reform
Model
Lindamood-Bell’s comprehensive district reform model is
comprised of 1) professional development in all five areas of reading, as
mandated by the National Reading Panel Report, 2) diagnostic needs assessment,
3) customized program implementation, 4) on-site mentoring and support, 5)
community outreach, and 6) statistical analysis of progress.
2004 Adequate Yearly Progress
The following data illustrates
how Pueblo School District 60’s (PSD 60) Adequate Yearly Progress targets for
the 2003-2004 school year performed in comparison to Colorado’s top
ten performing districts (among the state’s largest urban districts).

The model is grounded in professional development for all teaching staff and administrators. It focuses on scientifically based reading programs and a multisensory approach developed and implemented by Lindamood-Bell. The sensory-cognitive instructional programs include Seeing Stars® for Symbol Imagery (SI™), Lindamood Phoneme Sequencing® (LiPS®), and Visualizing and Verbalizing® (V/V®). These programs are linked to the development of phonics and phonemic awareness (SI™ and LiPS®); fluency and orthography (SI™); and imagery (V/V®) for vocabulary, reading and oral language comprehension.

Alaska Comprehensive District Reform Underway
This fall the Alaska Department of Education & Early Development
and the Dillingham School District will begin their second year of replicating
the model that has been successful in PSD 60. For more information on this
